President, Wilshire Funds Management, Head of Investments
Victor Zhang, president of Wilshire Funds Management, joined the firm in January 2006 and has 16 years of industry experience in asset allocation, manager research, portfolio management, and wealth management. As head of investments for Wilshire Funds Management, Mr. Zhang leads the overall investment activities of the group, including manager search and portfolio management. Mr. Zhang also chairs the Wilshire Funds Management Investment Committee. Prior to joining Wilshire Associates, he served as director of investments and other senior investment positions with the leading multi-family office firm Harris myCFO Investment Advisory Services, a subsidiary of Bank of Montreal. Mr. Zhang advised on all investment issues, including asset allocation, manager research, portfolio construction, and risk management for large family offices in the country.
Mr. Zhang earned his BA in business economics from the University of California, Los Angeles.
Managing Director, Global Head of Business Development and Client Service, President of the Wilshire Mutual Funds and VITs, Wilshire Funds Management
Jason Schwarz is the head Wilshire Funds Management’s Advisor Solutions Group, responsible for growing the firm’s presence in the independent broker dealer and RIA space. In addition to leading the Advisor Solutions Group, Mr. Schwarz also heads Wilshire Funds Management’s Global Client Group, which has responsibility for managing the firm’s intermediary relationships. Mr. Schwarz is a permanent member of Wilshire Funds Management’s Investment Committee and is a member of the Senior Leadership Team. He joined the firm in 2005.
Mr. Schwarz earned his AB in government from Hamilton College and his MBA from the Marshall School of Business at the University of Southern California.
Managing Director, Head of Investment Research
Cleo Chang is a managing director and head of Wilshire Funds Management’s Investment Research Group. With more than 14 years of investment management and financial services experience, Ms. Chang is responsible for creating customized investment solutions, portfolio modeling, and the formation and implementation of investment policy and process. Her previous responsibilities included manager research, portfolio strategy, and product development.
Ms. Chang holds an MBA with a concentration in finance from the Marshall School of Business and an MS in mathematical finance from the University of Southern California. She earned her BA in economics from the University of California, Berkeley.
Helen Webb Thompson
Managing Director, Head of Operations
Helen Webb Thompson is a managing director and head of Operations and Risk Management for Wilshire Funds Management. Ms. Webb Thompson joined Wilshire in 2003 and is currently responsible for overseeing all of Wilshire Funds Management’s operations including: performance measurement and reporting, risk reporting, transition management, operational due diligence, compliance monitoring, administration, and accounting. Ms. Webb Thompson is an alternate director for Wilshire’s discretionary non-registered funds and served as chief compliance officer and treasurer of Wilshire Funds Management’s registered funds from 2004 to 2009. Helen is a member of Wilshire Funds Management’s Investment Committee and chairs the Alternatives Oversight Committee. Prior to Wilshire, Ms. Webb Thompson was an associate director at First Quadrant LP and Ltd., in the United States and in the United Kingdom where over her seven-year tenure she was responsible for compliance, back office operations, and portfolio accounting for the U.K. firm. Before joining First Quadrant, Ms. Webb Thompson spent two years with Morgan Stanley International in London as controller of the foreign exchange desk. Ms. Webb Thompson spent the first five years of her career with the Financial Services group of Price Waterhouse where she qualified as a chartered accountant in 1995.
Ms. Webb Thompson earned a BA in accountancy from Kent University in Canterbury, U.K.
Vice President, Key Accounts Relationship Manager
Bowen Campbell, a vice president with Wilshire Associates, is a member of Wilshire Funds Management’s Relationship Management team. Mr. Campbell brings more than 19 years of experience in the financial services industry with previous responsibilities in client servicing and financial product management. Mr. Campbell is a key accounts relationship manager for the full suite of Wilshire Advisor Solutions products. Prior to joining the firm in 2006, Mr. Campbell worked in the Investment Product Management Group at AIG SunAmerica and in Client Services at Kemper Mutual Funds.
Mr. Campbell earned his BBA in finance from the University of Iowa and his MBA in accounting from Loyola University, Chicago.
Vice President, Key Accounts Relationship Manager
Leah Emkin is a vice president with Wilshire Associates. Ms. Emkin serves as relationship manager for several of Wilshire’s financial intermediary clients, assisting them with product development, marketing, and investment sales support. Ms. Emkin is a key accounts relationship manager for the full suite of Wilshire Advisor Solutions products.
Ms. Emkin earned her BA from Lewis and Clark College and her MA and MBA from Claremont Graduate University. She joined Wilshire Associates in 2008.

Head of Distribution, Wilshire Advisory Services
Michael Schulitz serves as a vice president in Wilshire Associates’ Client Relationship Group. He has worked in the financial services industry for over 20 years. He has held investment product management, relationship management, and sales positions with Lincoln Financial Group, Metropolitan Life Insurance Company, Prudential Insurance Company, and Ivy Funds.
Mr. Schulitz earned his MBA in finance from the Stern School of Business at NYU and is a Certified Financial Planner Certificant.
Vice President, Distribution
Paul Abdenour, a vice president with Wilshire Associates, is a member of Wilshire Funds Management’s Global Client Group. Mr. Abdenour joined Wilshire in 2013 to focus on distribution for several of Wilshire’s financial intermediary clients. Mr. Abdenour brings more than 12 years of industry experience to Wilshire. Prior to joining Wilshire Associates, he worked in various sales and marketing roles with Clark Capital Management, UBS Financial Services, and Zacks Investment Management.
Mr. Abdenour earned his BA in organizational studies from the University of Michigan and currently holds a FINRA Series 7 and Series 66.
Senior Associate, Distribution
Jeremy Heffernan, a senior associate with Wilshire Associates, is a member of Wilshire Funds Management’s Global Client Group. Mr. Heffernan has been with Wilshire since 2012, focusing on distribution for several of Wilshire’s financial intermediary clients, including marketing, field sales, and practice management support activities.
Mr. Heffernan brings more than 13 years of professional experience to Wilshire. Prior to joining Wilshire Associates, he marketed and distributed investment strategies at Genworth Financial Wealth Management, Pacific Life Insurance Company, and TD Ameritrade.
Mr. Heffernan earned his BA in history from Iowa State University and studied international relations at Creighton University’s Graduate School in Omaha, Nebraska. He has a FINRA Series 7 & 63 license.
Courtney Witz, an internal associate with Wilshire Associates, is a member of Wilshire Funds Management’s Global Client Group. Bringing more than 6 years of industry experience, Ms. Witz joins Wilshire to focus on distribution efforts for several of Wilshire’s financial intermediary clients. Prior to joining Wilshire Associates, Ms. Witz was a Regional Vice President for Horizon Investments, LLC where she was active in business development and creating new relationships among many Broker Dealers and RIAs on the West Coast. Prior to her engagement at Horizon, Ms. Witz worked for Fiduciary Risk Assessment as a research analyst and at PlanTools as a consultant where she was responsible for marketing and communications within the retirement plan space.
Ms. Witz earned her BA in Political Science from Clemson University.
Senior Analyst, Distribution
Becky Moran is a member of Wilshire Funds Management’s team supporting distribution efforts in business development and the Global Client Group. Joining Wilshire in 2012, Ms. Moran brings practice management and business development experience through a history of consulting independent financial services professionals. Ms. Moran has focused on consulting financial advisors in marketing and brand strategy, succession planning, business development, as well as strategic coaching at Cambridge Investment Research Inc., ING Reliastar, and Tiberi Financial Services, an advisory firm of Metropolitan Life Insurance Company. At Cambridge, Ms. Moran met firm-wide initiatives in designing programs and best practices for social media implementation and customized coaching programs dedicated to raising assets and building business at the advisory level.
Ms. Moran earned her BA in English from the University of Illinois, Chicago, were she was a member of the women’s softball team. She also holds a Registered Corporate Coach, RCC™, designation as well as the FINRA Series 6, 7, and 63 licenses.
Mannik S. Dhillon, CFA, CAIA
Vice President, Global Head of Manager Research
Mannik Dhillon joined the firm in 2010 and has 12 years of industry experience. As Global Head of Manager Research for Wilshire, Mr. Dhillon chairs the firm’s Manager Research Oversight Committee and leads the overall team responsible for the due diligence, rating and recommendation of managers across both traditional and alternative asset classes. His research efforts are focused on global and non-U.S. equity strategies as well as liquid alternatives. Additionally, he serves on Wilshire’s Funds Management Investment Committee, Retirement Oversight Committee, and 401(k) Committee.
Prior to joining Wilshire, Mr. Dhillon spent over eight years with Hewitt Associates. As a Manager Research Consultant for Hewitt, he served on the firm's Investment Manager Evaluation Committee and conducted due diligence of investment managers and their strategies across equity, fixed income, and alternative asset classes. In this role Mr. Dhillon played a critical role in the assignment of ratings and delivery of recommendations, as well as in contributing to the development and enhancement of the overall manager research process.
Mr. Dhillon received a BBA in finance from the University of Georgia. He holds the Chartered Financial Analyst and Chartered Alternative Investment Analyst designations. Mr. Dhillon is a member of the CFA Society of Los Angeles, the CFA Institute, and a member of the CAIA Association.
Jonathan J. Miles, CFA, CAIA
Vice President, Head of Alternative Strategies
Jonathan Miles is the head of alternative strategies within the Wilshire Manager Research Group, leading the group’s alternatives research and hedge fund portfolio construction efforts. He has over 15 years of investment experience. Prior to joining Wilshire, Mr. Miles worked at Mercer conducting single strategy hedge fund manager due diligence and portfolio construction. Prior to Mercer, Mr. Miles worked at Ritchie Capital Management in two different roles: first helping build and manage the firm’s convertible bond arbitrage capabilities, and then as a research analyst on the distressed debt desk.
Mr. Miles earned his BS from the University of Illinois, Chicago, concentrated in finance with graduate studies in time series analysis, and an MBA in finance from W.P. Carey School of Business at Arizona State University. He holds the Chartered Financial Analyst and Chartered Alternative Investment Analyst designations, and is a member of the CFA Society of Los Angeles, the CFA Institute, and the CAIA Association.
Rob Noe, CFA
Rob Noe joined Wilshire in 2011 and is a member of the firm’s Manager Research Group. Mr. Noe has over 10 years of investment experience, including three years as an investment analyst and consultant with Aon Hewitt and EnnisKnupp. He also has a combined eight years of experience working as an investment analyst with two large Illinois public pension plans: the Illinois Municipal Retirement Fund and the Illinois Teachers’ Retirement System. Prior to joining Wilshire, Mr. Noe was a senior member of Aon Hewitt’s Investment Manager Research Group, with a focus on global and international equity managers.
Mr. Noe earned his BS in business finance from Eastern Illinois University, with a minor in economics. He has also earned the Chartered Financial Analyst designation.
Donna Chong, CFA
Donna Chong joined Wilshire Associates in 2011 and is a member of the Manager Research Group with of over five years of experience in investment management. Prior to joining Wilshire, she worked at Northern Trust Global Advisors performing searches, due diligence, and analysis of investment managers across asset classes. She was later responsible for creating customized multi-manager solutions for ultra-high-net-worth clients and was a voting member of their Investment Committee. She has also worked at CIBC World Markets as an analyst and at CI Funds where she gained experience valuing mutual funds.
Ms. Chong earned her BS from the University of Toronto majoring in psychology and economics. She has also earned the Chartered Financial Analyst designation.
Razmig Der-Tavitian, CFA
Razmig Der-Tavitian is a member of Wilshire’s Manager Research Team primarily responsible for the coverage of hedge fund research. He joined Wilshire in 2011 from Dorchester Capital Advisors, a Los Angeles-based multibillion-dollar hedge fund of funds, where he spent four years as an investment analyst. At Dorchester, he was responsible for analyzing and providing recommendations to the chief investment officer on all long/short equity and event-driven investments.
Mr. Der-Tavitian earned his BS in business administration with a focus on finance and a minor in economics. He has also earned the Chartered Financial Analyst designation.
Ramon Gonzalez, CFA
Ramon Gonzalez is a member of Wilshire’s Manager Research Group primarily responsible for the coverage of Non-U.S. & Global Equity research. He joined Wilshire in 2011 with over 10 years of experience as an economist and investment consultant, having worked with a broad array of clients including institutional plan sponsors and ultra-high-net-worth investors. His experience spans firms such as Acacia Wealth Advisors, Angeles Investment Advisors, and the Milken Institute.
Mr. Gonzalez earned his BA from the University of California, Los Angeles, where he majored in international economics and French. He also holds the Chartered Financial Analyst designation.
Gary R. Tom, CFA, CAIA, FRM
Gary Tom, a senior associate with Wilshire Associates, is a member of the Manager Research Group in Wilshire Funds Management. Mr. Tom has been with Wilshire since 2004 and is the primary professional responsible for manager research analysis in the Domestic Growth and Value Equity as well as REIT asset classes.
Mr. Tom earned his BS in business administration with a split concentration in corporate finance and investments & financial markets from the University of Southern California, Los Angeles. Mr. Tom holds the Chartered Financial Analyst designation. He is a member of the CFA Society of Los Angeles and the CFA Institute. Additionally, he has successfully completed the Chartered Alternative Investment Analyst and the Financial Risk Manager designations.
Rebecca Yu, CFA
Rebecca Yu is a member of Wilshire's Manager Research Group with over 10 years of experience in investment management, risk analysis, and trading. Ms. Yu joined Wilshire in 2009 and she was previously a fixed-income strategist at Payden & Rygel Investment Management for seven years and a portfolio manager at Oakwood Capital Management for three years. In her career, she has managed low-duration and enhanced-cash fixed-income strategies, as well as portfolios including intermediate term, core, and municipal products. She also worked for Swiss Bank where she gained floor-trading experience in equity derivatives and futures at the CBOT and CME exchanges.
Ms. Yu earned her BA in business economics from the University of California, Los Angeles, with an emphasis in finance. She has also earned the Chartered Financial Analyst designation.
Brandon Lopez is a member of the Manager Research Group of Wilshire Funds Management. Prior to joining Wilshire Associates in 2013, he served as an associate on the manager research team at Edward Jones Investments in St. Louis, supporting the manager due diligence and model portfolio construction efforts at the firm. He also developed multiple quantitative tools and reports to help streamline the team’s process while at Edward Jones.
Mr. Lopez earned his BS from Georgetown College and his MS from Washington University in St. Louis. Additionally, he is a Level 3 candidate in the Chartered Financial Analyst program.
Will Beck is a member of the Manager Research Group of Wilshire Funds Management. Prior to joining Wilshire Associates in early 2010, he worked as a tax analyst at Fidelity Investments. He began his career at Interoute Communications building a strategic financial forecasting model.
Mr. Beck earned his BA in business administration with an emphasis in finance from the University of Colorado, Boulder.
Andrew Jarrous is a member of Wilshire’s Manager Research Team primarily responsible for the coverage of hedge fund research and liquid alternatives. He joined Wilshire in 2013 from Shinnecock Partners, a Los Angeles-based boutique fund of funds, where he spent over two years as a research associate. At Shinnecock Partners, he was responsible for analyzing and providing recommendations to the managing partner on equity and alternative investment strategies.
Mr. Jarrous earned his BA in economics and political science from the University of California, Irvine. Additionally, he is a Level 2 candidate in the Chartered Financial Analyst program.
Edmond Kadadu is a member of the Manager Research Group of Wilshire Funds Management. Prior to joining Wilshire Associates in 2012, he worked as an advisory associate at Merrill Lynch Wealth Management assisting senior advisors with the research and management of portfolios.
Mr. Kadadu earned a BBA with concentration in finance and accounting and a BA with concentration in economics from the University of Michigan.
Alexander Kelley is a member of the Manager Research Group of Wilshire Funds Management. Prior to joining Wilshire Associates in 2012, he worked as an analyst supporting the internally managed bond portfolio at California Public Employees’ Retirement System.
Mr. Kelley earned his BS in managerial economics from the University of California, Davis, where he studied finance abroad at the London School of Economics and Political Science. Additionally, he has passed the CFA Level II in the Chartered Financial Analyst program.
David Strecker is a member of the Manager Research Group of Wilshire Funds Management. Prior to joining Wilshire Associates in January of 2013, he worked as an analyst intern at UBS Financial Services providing capital market research and economic commentary.
Mr. Strecker earned his BA in economics from the University of Southern California.
James St. Aubin, CFA, CAIA - Portfolio Manager
James St. Aubin is a vice president and portfolio manager for Wilshire Funds Management at where he is responsible for overseeing customized asset allocation solutions and multi-strategy alternative investment portfolios for financial intermediary clients. In addition to managing portfolios, he is also involved with product development and investment research. Mr. St. Aubin has over 13 years of investment experience, including conducting manager due diligence on traditional and alternative investment strategies. Prior to joining Wilshire in 2008, he served as a Senior Consultant at Ibbotson Associates (a subsidiary of Morningstar) where he worked in a similar capacity, focusing on the development and management of multi-asset portfolios. Mr. St. Aubin began his career as an investment management analyst for Smith Barney.
Mr. St. Aubin earned a BS in finance from DePaul University and also holds the CFA and CAIA charters. He is a member of the CFA Society of Los Angeles, CFA Institute and CAIA Association.
Nathan Palmer, CFA
Vice President, Portfolio Management
Nathan Palmer is a senior portfolio manager at Wilshire Funds Management, where he is responsible for creating multi-asset class, multi-manager investment solutions to the advisory units of banks, insurance companies, asset managers, and other financial intermediaries.
Mr. Palmer has over 15 years of investment experience, including investment consulting, pension and endowment management, and equity research. Prior to joining Wilshire, Mr. Palmer provided investment advice to endowment, foundation, and family office clients at Convergent Wealth Advisors. Previously, he managed the public market investment portfolios for the endowment at the California Institute of Technology and for the defined benefit and defined contribution retirement assets at Intel Corporation. Mr. Palmer began his career as a securities analyst in New York, where he published equity research on the technology, media, and telecom industries.
Mr. Palmer graduated Phi Beta Kappa and cum laude from the University of Washington with a BA in business administration in 1997. He received an MBA with High Distinction from the Leonard N. Stern School of Business at New York University in 2005, graduating as an Armando John Garville Memorial Scholar. Mr. Palmer has held the Chartered Financial Analyst designation since 2007 and is an active member of both the CFA Institute and the CFA Society of Los Angeles, where he currently serves as a governor of the board and director of programming.
Anthony Wicklund, CFA, CAIA
Vice President, Portfolio Management
Tony Wicklund is a vice president and portfolio manager for Wilshire Funds Management where he is responsible for creating asset allocation recommendations and multi-asset class, multi-manager investment portfolios for a range of financial intermediaries. Mr. Wicklund has over 10 years of experience in the financial services industry, including extensive involvement with hedge fund manager research, portfolio construction, and operational due diligence. Prior to joining Wilshire Associates in 2013, Mr. Wicklund was the director of risk management at Convergent Wealth Advisors, where he led the firm’s investment risk management and operational due diligence effort, was chairman of the firm’s Risk Management Oversight Committee, and a voting member of the Investment Committee. Prior to Convergent Wealth Advisors, Mr. Wicklund was a senior analyst within the Operational Excellence Team at Pacific Seafood where he worked with the chief financial officer to evaluate acquisition targets, coordinate the integration of acquired companies, and perform internal operational audits and capital expenditure analyses.
Mr. Wicklund earned his BS in business administration, with a concentration in finance and a minor in economics, from the University of Oregon. He also has an MBA from the Marshall School of Business at the University of Southern California, with a concentration in investments & financial markets. Mr. Wicklund holds the Chartered Financial Analyst and Chartered Alternative Investment Analyst designations, and is a member of the CFA Society of Los Angeles, the CFA Institute, and the CAIA Association.
